SALARY RANGE: $75,000 - $95,000 FLSA: EXEMPT
IMMEDIATE SUPERVISOR: Chief Human Resources Officer
SCHEDULE DETAILS: Full-time/12 month position/PSRS
Position Summary
The College Director of Compensation & Benefits is responsible for designing, implementing, and managing the institution's total rewards programs, including payroll, benefits, compensation, and HR analytics. This role ensures that all programs are competitive, compliant, and aligned with the institution's goals and values. The College Director will lead a team of professionals and collaborate across departments to drive data-informed decisions and enhance employee engagement and retention.
Essential Job Duties
- Lead and manage payroll operations to ensure accurate and timely processing of employee compensation for all system payrolls.
- Oversee and ensure the accurate and timely processing of all full-time payrolls.
- Oversee the processing of PT, Work Study and Adjunct payrolls.
- Process manual paychecks and/or special payrolls, as needed.
- Calculate and remit employee garnishments to issuing organizations.
- Answer inquiries concerning payroll, taxes, retirement and other payroll related issues.
- Reconcile and file quarterly state unemployment compensation reports.
- Reconcile and submit monthly PSRS/PEERS retirement files for full-time, adjunct, and part-time payrolls.
- Coordinate with other school districts for PSRS/PEERS employees working at multiple institutions.
- Prepare annual PSRS/PEERS audit report.
- Verify accuracy of pay rates, calculations and general ledger accounts.
- Maintain financial records and supporting documentation for internal/external review in accordance with record retention policies.
- Maintain GASB Statement No. 68 reconciliation and reporting for audits.
- Ensure compliance with federal, state, and local payroll regulations.
- Collaborate with Finance and IT to maintain payroll systems and resolve discrepancies.
- Implement process improvements and automation to enhance payroll efficiency and accuracy.
- Oversee the design, implementation, and administration of employee benefits programs, including health, wellness, retirement, and leave policies.
- Supervise the Senior Benefits Administrator position in the daily administration of all employee benefits programs.
- Participate in evaluating and recommending changes to benefit offerings based on employee needs, market trends, and cost-effectiveness.
- Ensure compliance with applicable laws and regulations.
- Guarantee completion of annual open enrollment activities and regular employee education initiatives.
- Calculate and monitor COBRA and retiree insurance payments.
- Maintain the worker’s compensation audit.
- Participate in the development and management of compensation strategies, structures, and policies that support college objectives and attract top talent.
- Oversee participation in market benchmarking and salary surveys to ensure competitive pay practices.
- Oversee job evaluations and salary administration.
- Manage the HR analytics function to provide actionable insights on workforce trends, compensation equity, turnover and engagement.
- Supervise the HR Analyst position.
- Oversee the development and maintenance of dashboards and reports for HR metrics and KPIs that can be used to support strategic planning and decision-making.
- Ensure data integrity and compliance.
- Assist with development and implementation of expedited workflow processes.
- Exhibit exemplary attendance and punctuality.
- Comply with system policies and procedures.
- Perform other duties as assigned, including attending system functions, serving on committees and attending community events.
Non-Essential Job Duties
- Perform special research projects related to financial analysis, present relevant findings to management.
- Work collaboratively with Information Technology and other offices on training, processes, optimization and intercommunication.
- Assist in preparation of year-end audit work papers.
Required Knowledge, Skills & Abilities
- Bachelor’s degree in accounting, business administration or a related field from a regionally accredited institution of higher learning.
- Five years of payroll experience.
- Two years of management experience.
- Understanding relevant federal, state and local government regulations impacting payroll, benefits and compensation.
- Excellent organizational skills, strong attention to detail and the ability to work under pressure and meet deadlines.
- Strong self-management skills.
- Ability to work well with others.
- Strong oral and written communication skills.
- Ability to use information technology for professional productivity (such as Microsoft Office Suite).
Preferred Knowledge Skills & Abilities
- Ten years of payroll experience.
- Five years of management experience.
- Demonstrated experience working in employee benefits.
- Compensation management experience.
- Experience with Colleague.
- Experience working within a collegiate setting.

Environment: Work is performed primarily in a standard office setting with frequent interruptions and distractions. Requires extended periods of time viewing computer monitor or standing; may require adjustment of schedule to include some evening and/or weekends; may encounter occasional exposure to inclement weather during travel.
Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard.
